Regulations
of the International Festival of children's and youth circus groups,
schools and performers
"The Future of Circus"


1. GENERAL REGULATIONS

The festival was founded on the initiative of the Lugansk State Institute of Culture and Arts and Municipal Establishment "Lugansk Regional Center of Educational Work, Cultural Initiatives and Cinema art" to strengthening peace and friendship among nations, develop mutual understanding and mutual enrichment of cultures and arts, promote circus arts and creativity of talented youth.
The festival is held annually in Lugansk.
The festival is supported by the Ministry of Culture and Tourism of Ukraine and the Department of Culture and Tourism of Lugansk regional state administration.
Different organizations, enterprises, institutions, other legal and physical persons can get involved in running the festival (with their consent).
In 2007 the festival was given the international status.

THE MAIN OBJECTIVES OF THE FESTIVAL

  • development of culture and cultural traditions of peoples of different countries
  • enhancement of creative prestige of the Ukrainian circus in the international scene, establishment of cultural links between the Ukrainian circus and those in foreign countries
  • acquaintance of the international festival participants with Ukrainian culture
  • exchange of experience of performing groups, establishment of mutually beneficial creative and scientific links
  • further popularization of circus art
  • increase in artistry and mastery of amateur circus groups and performers
  • enhancement of the role of the circus art in aesthetic education and cultural enrichment of people and youth in particular
  • popularization of achievements of national and foreign circus art
  • support of the best young performers in creating new circus acts and attractions


2. PROCEDURE OF THE FESTIVAL

The festival is a non-profit event open for participants from all countries and amateur groups of Ukraine irrespective of their departmental subordination.
Amateur circus groups, schools, studios and individual performers can take part in the festival.
The age of the participants - from 6 to 25 years of age (exceptions can be made for group performances).
The festival of children's and youth circus groups, schools and performers is held in two steps:

  • the first, qualifying round, includes review of the video materials (discs in DVD format) sent to the Organizing Committee from October 1 to October 15, 2011 until October 15, 2011. By October 15 the Organizing Committee will have sent invitations to groups and performers who are shortlisted for the second, final round of the festival.
  • the second, final round, is held in Lugansk (November 2 - November 7, 2011 - Lugansk State Circus)


November 2, 2011 - arrival of the festival participants, registration, rehearsals day
November 3, 2011 - rehearsals day, excursions, inauguration of the International Festival of children's and youth circus groups, schools and performers "The Future of Circus", acquaintance party
November 4, 2011 - viewing of the competitive acts, master-classes of different genres
November 5, 2011 - viewing of the competitive acts, master-classes of different genres
November 6, 2011 - gala performance of the laureates and prize-winners of the International Festival of children's and youth circus groups, schools and performers "The Future of Circus"
November 7, 2011 - excursions, departure of the participants

Requirements of the festival:

  • acts of the participants must be performed to a sound track
  • soundtracks must be recorded on CDs of high performance standards (in case of bad quality soundtracks used in acts will be withdrawn from viewing)
  • for acts that need light design, it is required to prepare light score beforehand
  • duration of solo and pair acts can't be more than 5 minutes (an assistant is not considered to be a participant of the acts)
  • duration of group acts can't be more than 7 minutes
  • demonstration of acts with health and life hazard is not advisable
  • on condition of equipment use during performances, technical registration certificates on cable rigging are required with acts of engineering inspection of the equipment that is hung up dated the current year; spinning machinery must bear factory labeling
  • trapeze acts without safety equipment won't be considered
  • the order of performance of competitive acts is determined by the organizing committee
  • the act-winners of the festival and those picked out by the jury and the organizing committee of the festival take part in the gala performance


3. ORGANIZATION OF THE FESTIVAL

The festival is run by the Organizing Committee, the staff of which is approved by the founders of the festival.
Coordination of all the organizational and creative activity during the period of the festival preparation is ensured by the Organizing Committee.

The Organizing committee

  • forms the group of producers and the directorate of the festival
  • develops the plan and the programme of the festival
  • chooses the festival participants
  • ensures organization of the scientific part of the festival
  • creates due conditions of stay for the festival participants and guests (medical care, hotel accommodation, meals and transport)
  • considers and approves of the festival emblem and promotional products
  • organizes the work of the festival press-centre during the work of the festival
  • provides for all festival activities

Group of artistic directors: deals with concept formation for scenarios of the festival events, preparation of stage design and musical illustration, organization of rehearsals, shows and gala-performance.

Festival directorate: organizes and holds the festival

Festival Jury:
Personal complement of the international jury of the festival is decided on by the Organizing Committee. Representatives of the Ministry of culture and tourism of Ukraine, outstanding personalities of circus art, leading experts on circus art, directors of circus organizations, groups and professional educational institutions are attracted as jury members. Decision of the jury is the absolute right of the jury and is not subject to reconsideration and reviewing.
The jury defines festival victors and prize-winners in accordance with the following criteria:

  • professionalism and artistic skills of the performers
  • complexity of trick repertoire
  • if performance and images of performers up-to-dated and original


Awarding of prizes:

The winners receive diplomas of the festival (laureates) and valuable gifts, all the festival participants receive diplomas of participation in the festival.
Prizes are awarded by the decision of the jury according to the protocol in age categories and professional categories under 25 years of age.
By the results of the competition the following prizes are awarded:

The Grand Trophy of the festival
under 12 years of age

  • 1st prize
  • 2nd prize
  • 3rd prize

under 15 years of age

  • 1st prize
  • 2nd prize
  • 3rd prize

over 15 years of age

  • 1st prize
  • 2nd prize
  • 3rd prize

professionals under 25 years of age

  • 1st prize
  • 2nd prize
  • 3rd prize

The winners of the festival can also receive prizes granted by other non-governmental organizations, enterprises and sponsors.
During the festival the jury can select candidates to be enrolled by the circus department of Lugansk Regional College of Culture and Arts, as well as candidates, who will be concluded a contract with on touring both Ukraine and foreign countries.
The winners of the festival get no payment for taking part in the final events of the festival.


4. FINANCING OF THE FESTIVAL

The festival is financed at the expense of

  • funds obtained from the Ministry of Culture and Tourism of Ukraine based on provision of the state budget for the corresponding year
  • funds obtained from regional executive bodies based on provision of the region budget for the corresponding year
  • funds attracted from sponsors and charitable contributions not forbidden by existing legislation


5. FINANCIAL TERMS OF FESTIVAL

To take part in the festival groups and individual performers apply to the Organizing Committee.
Applications (application forms, video and photographs of the acts and performers - in electronic format) are submitted at the address of the organizational Committee (the materials are not returned). The deadline for applications - October 15, 2011.
By October 15 the Organizing Committee will have sent invitations to groups and performers who are shortlisted for the second, final round of the festival.
Group leaders, festival participants, jury members and guests of the festival must have passports, birth certificates of the participants under 16 years of age, identification codes, warrants and photocopies of the aforementioned documents.
Foreign participants, jury members and guests have to hand in their travel documents to the Organizing Committee (failing to do this they will not get reimbursement of travel expenses).
Transport expenses of the festival participants in the territory of Ukraine, cost of accommodation and meals of invited groups and individual participants from abroad, jury members and guests of the festival are covered by the Organizing Committee of the festival.
Group leaders of delegations are held liable for health and life of their delegation members.
Participation of a performer in the festival confirms his compliance with principles and guidelines of the Regulations of the festival.
Festival participants have to respect and observe house rules and regulations of the festival during both rehearsals and performances. Festival participants have to take part in rehearsals, general performers' parades, prologue-parade, epilogues of festival programmes and the gala-performances.
Festival participants agree to take part in filming advertising TV programs gratis with the purpose of the festival popularization.
